The principal and associates of Dylan Bay have participated in the following successes:

  • Developed environment coalition to support transition of 50,000 acres in Kittitas County from forest management to joint public use and preservation
  • Supervised packaging of former industrial properties in 35 states for purchase
  • Assisted in turn around and capacity building for national environmental organization
  • Built professional and public relations team to permit a major renewable energy facility
  • Successfully defended major landowner against attack by local politicians on "rails to trails" project
  • Organized legal team to defease long term bonds which had prohibited restructuring of major corporate enterprise
  • Acted as lead director to facilitate major corporate merger


  • As board President led transition of Classical KING FM from commercial to listener supported model, including raising of a $2MM transition fund
  • After an international commercial arbitration bill failed in the 2014 Washington Legislature, led creation of broader bipartisan coalition which led to passage of SB 5227, the Washington International Commercial Arbitration Act in the 2015 session; worked with lawyers from Perkins Coie and Davis Wright Tremaine
  • Established the Seattle International Arbitration Center LLC with two other founders as a framework to make Seattle a site for important international legal dispute resolution


As founder in 1999 and board chair since then Chris Bayley has helped develop Stewardship Partners into the premier landowner based conservation organization in the state. SP program areas include the Salmon Safe eco-label, the 12,000 Rain Gardens partnership with Washington State University and the Snoqualmie program including "Adopt a Buffer" by which businesses support restoration of river habitat. In February, 2016 SP planned and led a Green Infrastructure summit funded by The Boeing Company and the Russell Family Foundation. There are many lessons and projects in SP that are applicable to law firms and their clients.

In October, 2015 Sasquatch Books published SEATTLE JUSTICE: The Rise and Fall of the Police Payoff System in Seattle by Christopher T. Bayley. This tells the story of a corrupt system that grew within the Seattle Police Department over decades and led Bayley to challenge the longtime incumbent in the 1970 Republican primary for King County Prosecuting Attorney. After winning the office Bayley led a grand jury investigation and installed a new "justice model" to guide the office, which model has been kept in place under his two successors.
